I agree that there are sometimes reasons for the way things are. In several cases where guys in their 30s are involved, they have small children that are the focus of their live. If they work at a company with no training, they will not enhance their skills at all, since no computer work occurs at home.

But at the same time, I've not been asked the question, "How do you know that", or "Where can I learn some of these other skills?". Questions that should have been asked after the 2nd or 4rd time the person was passed over for an opportunity.

>Since you are there, you know the particulars of the case. But in general there can be reasons not necessarily of one's "own fault" that keep them back.
>Things like very important systems (as Steve said, often the older systems) that are always under pressures for revision or simply were designed in the days when high manual intervention is not unusual. Things like such systems combined with earlier staff cuts that precluded any chance to keep abreast of technology. Things like a personality conflict with the manager. Things like the management scrimping on training/conference/course costs. Any number of things out of a person's direct control.
