RegClean isn't available from MS anymore. KB article Q299958 is one reason why not, and the footnote indicates that RegClean is no longer supported and has been removed from all MS download sites. (BTW that KB article evidently isn't on the Oct. MSDN Library but you can find it at

I used to use RegClean all the time. Unfortunately I don't see any indication that MS is going to update or replace it.
