Yes it can. As Sergey posted, you can install the Desktop version of SQL Server. I would do this over MSDE as you get the UI management components with it. You can download Personal Oracle 8i or 9i from their site.

By default, SQL Server listens for connection requests on IP port 1433. Oracle listens on port 1521 so they won't conflict there either.

One caveat, if you want to run them simultaneously, have a lot of RAM in your system (512MB+). For me, Oracle took over 200MB and SQL Server was using about 100MB at the time.
