If you are forced to go with Linux, then while I hate to add another product into the mix, I know that Delphi will read DBF files (I access 2.6->7.0 tables with it) and I understand that it can work along with Kylix with Linux web servers. There is also a 60-day evaluation of Borland Delphi that can be downloaded. Just another option.
