We haven't seen anything like this before.
I'm going to try to reproduce this today. I will assume that you have installed the components in the order they became available:
Windows 2000
Office 2000
Windows 2000 SP2
VFP7
IE6
Windows Installer 2
VFP7 SP1
Let me know if you have done it in a different order, or installed any patches for Office 2000, like SPs or SR1.
Also, did you install Windows 2000 SP1 first, then Windows 2000 SP2?
What about IE and Windows 2000 security updates, have you installed any of them?
I'll let you know what I come up with.
