Actually, you have a couple of control options, and corresponding IDEs are available. If you're working in a Linux/Unix environment, you can use GTK+ (which is being ported to Windows, btw), while in Windows or Linux/Unix, you can use Tkinter (a variant of Tcl/Tk).

I've been making my living lately in VFP, with C# kind of looming, but I suspect that in the near future, I'll be doing most of my work in Python, with GTK+ for a front end and something like MySQL on the back end.
