If you were running SuSE 7.3 I'd tell you to click on the Hammer & Wrench Icon on the bottom bar and select YaST2 Control Center from the popup option. Then migrate the tree to the Network and select Firewall..... Mandrake is similarly easy. Haven't run RH in four years so I can't say but I'd guess that it, too, is just as easy.

For your user access control read about file permissions.
In you situation I'd create a group and give the group permission to access the various non user directories.(besides those in /usr/local, etc...) and add users to the group to give the users permission. There are other ways too.
