I go it. It turns out that connection string must be in a speical sequence as in
mystring="DATABASE=acct;SERVER=192.168.1.202; port=5432;UID=root;provider=MSDASQLR;DRIVER=postgreSQL;"

Believe it or not I had to check all the descriptions of the dll drivers to find the name of the ODBC driver = MSDASQLR.dll.

If you change anything it will not work at least with the drivers I downloaded from Postgres.org.

I not sure but I'm guessing that this is not standard.
