IMHO (in my humble opinion) one > per paragraph makes it harder to determine which text is being quoted, expecially with writers who tend towards longer paragraphs. Therefore I (usually) take the time to add < i > and < / i > around paragraphs, especially when inserting in-line comments. Personal preference, I guess.
