DDDOOOOOHHHH!!!!

I had a homer moment. I dropped the chighlighteffect on the form and used the SetEffect() and CancelEffect() in the corresponding MouseEnter() and MouseLeave() methods. So far, so good. The login form releases from memory with this configuration.
