Does SDT delete all tags, PACK and then recreate the tags when a PACK is requested?

Since a PACK does a reindex and since the tags may be corrupted, its obvious reindex cannot be trusted. So I figure it would be practical to destroy the tags, pack and use metadata to reindex.
