I don't want this question to sound silly, but I have to ask. Do you have a environment variable called TEMP set up? Usually this is in the old autoexec.bat file in anything less than NT. In NT, you have to go under the system control panel applet to see what the environment settings are.

In any case this is the first thing that comes to mind, that maybe you don't have a temp variable and because it can't be found or maybe points to a directory that doesn't exist or you don't have rights to, then by default some program is putting temp files in the windows directory. I would try to assign SET TEMP=C:\TEMP (or whereever you want) and make sure that directory does in fact exist and you have full access rights to that directory.

I appologize if this sounds overly simplistic but I had to ask. When Windows starts putting tmp files all over the place it usually means that it does not know where it OUGHT to put them.
