I called MSFT on this about 2 years ago and the response I got was:
1 Licensed Copy Per Developer
That SAME licensed copy MAY be installed in a home pc (OF THE LICENSED DEVELOPER)if it is used for the same purpose as the copy at work (in other words, you take work home to do).

If that's the case, then you need to designate each license to a particular individual. That individual (as I read it) can then take it and install it at home under the condition you stated.
