Yes depending upon where you are in the country some things are more acceptable than if you were else where. "Outsiders" just do not "understand". :)

If voter turnout was over 60 to 70%, I think you would see attitudes start to change. Hell, it took a prison sentence to get Dan Rostenkowski out of office. The voters should have ousted him years earlier. But then that was Chicago wasn't it?
