Why not assume that Kevin is extremely busy, make the changes in an appropriate place in your project and move on with your life. Maybe because he feels he at least deserves a response? At least a, "Yeah, those look like valid complaints, I'll look into getting them fixed...". Sounds reasonable enough to me.

However, I agree with you that the baiting thing was just, well, weird. I prefer the direct "Hey, how are those bug fixes coming along"? approach.
