There are actually two MSSOAP-directories, both containing a BINARIES
subdirectory

1. C:\PROGRAMME\MSSOAP\BINARIES
(should be C:\PROGRAM FILES\MSSOAP\BINARIES on an english mashine)
2. C:\PROGRAMME\GEMEINSAME DATEIEN\MSSOAP\BINARIES
(should be C:\PROGRAM FILES\COMMON FILES\MSSOAP\BINARIES on an english mashine)

The SOAPISAP.DLL is in the second

Do You have MS Soap SP 2 installed (should be on the VFP7 CD or can
be downloaded from MS) ?
