This message has been marked as the solution to the initial question of the thread.
Supposedly, for computers that do not have IE 4 or later installed, HHUPD.EXE is supposed to install the files needed. I would think if you extracted the files from HHUPD.EXE, you could include them in the ISX project and have them installed that way. I would have ISX install them in the WinSys predefined folder.
