While laying awake last night staring at the ceiling, I realized that after I re-installed IIS, that I would also have to do something with the .NET Framework since they must be joined at the hip. This morning, I re-loaded the framework and now it works. I had to uninstall the old framework first and then re-run the installer. I still don't know why this got started in the first place, but now I'm back in business.

After I did all of this, I got back here in the UT and saw the other messages in this thread which confirm my choice.
