I have a client running a FoxBASE+ app on a Dell 1.6GHz P4 WinXP Pro box just fine. I set FILES=99 in CONFIG.NT; limited EMS to 64KB in the shortcut, and load DOS high. I think I had to run the Compatibility Wizard and set it to Windows 95.
If the machine has only a USB printer you might have to remap a DOS printer port to it:
NET USE LPT1 \\MachineName\USBPrinterName /persistent:y
