VFP by itself can't dial the phone. Are you using a 3rd party control, or MSCOMM32, etc.? If you go to the Task List in W98 (Ctrl-Alt-Del) what programs are running?
What are the free resources on these machines before starting VFP app, and after an error occurs? (right-click on My Computer, Properties)
