Before you can fix it you've to find out where bottleneck is. It could be:
- File server hardware or hardware and OS configuration
- Network hardware, topology or confuguration
- Workstation hardware, OS and configuration
If you don't know how to deal with those issues find somebody who can help you figure it out.
