I happen to agree with you. However, I think there is no “right answer”. Some users will see a co-worker at work on a form and say, “Why does he/she have additional selections on that form and I do not”? Then you have to explain disabled/enabled or just be mean and say, “Read the Needs Analysis and contract”! :)
