I know this is not of much help right now, but you should really consider using some naming conventions in the future, in this case you'd have something like oAgency and cAgency, this would avoid errors like this one which are a pain to track down.

This must be why I get the data type mismatch error. Also, AGENCY field is one of the indexed fields.
