you try to use the .CHM file in you app, but you want access via IIS, is correct? in case yes, you can't. i think, the better way is work in the .CHM
work for the web page search information in your web server because the .chm work with a different mechanism for http. if you dont want loose search option, you can use generic text in the html page where part of content are from your IIS Server and part are static.
