Yes, you can install TCP/IP protocol and assign IP address without having LAN card. In this case LocalIP property will return this address. If you do not have LAN card and TCP/IP protocol is not installed, LocalIP property will always return 127.0.0.1. This address you can use to refer to machine, on which works application regardless of that is TCP/IP protocol installed and have machine LAN card.
