This software is a result of masterpiece of the developer. But there was a company people, involved in process of creation technical solutions, interface solutions etc.
So, company said, without company's resources, software can't be completed.
But this is a diplomatic reasons.

What we have is that government is not protect a creative ideas, and company said: "Want to get a money? Then accept company's conditions. :-)
