Actually you can imitate this caption with the Label with corresponding Font, ForeColor and BackColor, but in this case you need to remove form title bar,
and there is extra work if your form is resizeable, and you need to add at least the X close button which will replace the native one from the form title bar.

I don't see it to be a problem. At least, I have no problems with support for Russian in my apps. If the national font is installed in Windows, it appears in FontName property list. Also you should have some kind of national keyboard driver installed on user's PC if it is not supplied with Windows.
