It seems to happen if tooltip partialy shows outside of UT Console window. Maybe you should limit the size of tooltips. ANyway there is no way to read them when they are blinking.

Yes, we talk about the same thing. That's the exact reaction I have from the browser here as well. The blinking is a bug. However, for long description, we may force a cut in the text. I'll see about that.
