Unfortunately something else is amiss. When I open the User Accounts in the Control Panel it opens in a separate window, and there are no "Related Tasks" displayed. I've tried resetting Explorer View options, and nothing seems to give me what you and the help file describe! < s > (I also don't use the "Classic View", and only switched to Silver vs. the default blue in the Color Scheme of the Display Properties.) Note: I have both administrator access locally and on the Novell server, and tried in multiple settings in both local only and Novell logins.
