No he's got it right, install the older one (lower version) first and then install the newer on top (higher version).
And then there's the key word in your sentence - 'MOST' I'm sure you've had plenty of experiences where that isn't even remotely true and a newer DLL gets blindly overwritten by an older program. Although with the advent of Windows Installer technology it seems to have gotten better (unless the install program doesn't use Installer).
