That doesn't sound right. Most installers won't overwrite a newer file with an older one.

One of the software vendors made the following suggestion: "if two programs are using Crystal Reports, you will want to install the program that has the lowest version first and then install the other software next. That way crystal will be able to utilize it's backward compatibility functionality." I am going to suggest this to the client. Once again computer work turns out to be experimental!
