XCAS2DBC.PRG was a lot more useful in older versions of SDT where there were links in the DBC itself that got overwritten when you updated from xCase. Now, about the only thing it really buys you is importing calculated fields and some properties that the DBC doesn't have like table and index captions.

I doubt it's a bug in SDT or I'd be seeing it myself and a lot of other people would report it to us too. The MLIBPATH should always be the relative path from the DBCXREG table to the location of the VCXs (normally in SDT\SOURCE). As soon as you have the Database Explorer create DBCXREG.DBF, what do you see in MLIBPATH?
