Access and Visual Basic with SQL server have been pushed for many years. Those corporations that did use FoxPro quit doing so some time ago. There may be a few exceptions but I know of none. The State of California had 25 VFP programmers at one time in one department (Water Department) – I think it is now zero.
If that doesn't mean that VFP is declining, I'll have to review my concept of that word...
