Missing explanation that this is referred to end-user.
Access is part of end user Office Suit. VB is basic development language, which can be used from non-professional programmers.
For big application MS explain that organizations need professional product.
They didn't explain to public that professional IS and applications require other tools like C++, FoxPro, Fortran, Cobol....
Do not forget that they like to sell as more as possible products to public. Professional programmers are defined quantity. They usually from the beginning by their preferable tools and upgrade it only.
