I'm assuming that the filter you are wanting to add is on each individuals PC. Is that right? If so, then that is done by making a Rule under the tools menu. Or at least that's what I've done.

I see MS's Filters.txt file and I wasn't familuar with it. Maybe if used correctly, it filters the email even before it's downloaded. And, you're right. MS's help is worthless.
