You are wrong here. ANYONE can be a beta tester. You just have to fill out a form to be considered. Send an email to betareq@microsoft.com. You'll get an autoreply with information on how to do this. Its too late for VFP8, but not for 9. Note that applying does not mean acceptance.

Ken has never said that only DevCon attendees will get the beta. What MS has done in the past is have two groups that get the beta. Group 1 is the official beta sites. These are the people accepted from applying for the beta. Group 2 is DevCon attendees. I assume the same will be true for the VFP8 beta.
