Personally I wouldn't call a letter from a lawyer "legal action".
I saw it as a formal letter with a warning of legal action if warranted. Who knows, maybe more direct communications were tried and were fruitless. Maybe it was felt that using a lawyer would show the gravity that the company attributes to the action(s) that precipitated the letter.
