I made it work and its easy, but for the benefit of someone who may be new to this and look here in the future:

From within Installshield Express go to #2 - Specify Application Data in the list of things to do and within that to Objects/Merge Modules and place a check in the two files Sergey mentions. Then build the project. (Build is in the main menu).
