However, changing to any language you consider superior should only be done for new projects, if a major re-write was planned anyway for other reasons (major change in interface, perhaps), or because it is really necessary for some reason.

For sure!

Even 'upgrading' prior FoxPro apps to VFP 5.0 was so ... unusual.... that it was easier to code from scratch than rely on the conversiont wizard and its reliance on rudimentary VFP framework. Besides, a re-write is always easier the second time and allows one to add some things and drop others.
