I guess it's time to ask... what was the "small change" or, more importantly, are you 100% certain that it couldn't be the root of the new slowness?

Since you mentionthat THIS Administrator's sites are all slow, it seems reasonable to go over EVERY possible performance-related setting in the NOS. S/he could be overdoing things somewhere, possibly in some "reliability" setting.
