Thank you for your reply. Unfortunately, the "ain't broke don't fix" won't apply here. As I'm sure is the case everywhere (government or not), the criteria we are required to track and report on (and report on, and report on...) seems to change daily. If not more often.

Also, I've not had the opportunity to involve others in this development. Other than guidance about what would be nice/useful in the application, I was the only person involved. I don't know if our budget will allow hiring someone who would be willing to learn the application.
