That view can also be extended to cover why some very obviously guilty people (usually rich/well placed) go unprosecuted while others (often poor) are prosecuted for a similar, though lesser offence.
Steal a few pounds (or dollars) money & food to feed your starving family & the whole might of the law will come down on you. Steal several million pounds/dollars & if you're unlucky enough to be prosecuted, you'll get a very lenient sentence.
