I'm getting to think the main reason CIA has left Milosevic so long in power was to study his tricks as long as possible. The exactly same thing happened back home - the police handbook had listed the Green, the activists against nuclear plants, and various NGOs as 'groups collaborating with enemy, often engaged in terrorist activities'.
And the media filtering was close to 100% then; they managed to hide 100000 people protesting day after day for a whole month before they confessed they exist. They even had shot weather reports from the same location at the same time, but showed the fog between the top floors of surrounding buildings. Didn't mention about 150000 (estimated for that day) which would have been seen if only they allowed the camera to go a little down.
