That piece of legislation ranks along side of FDR signing a presidential decree, which violated the Census act, allowing Americans with Japanese phenotypes to be imprisioned in concentration camps in the desert for the duration of WWII. The powers it gives the President (who happens to be Bush but could be the next guy) make that office so close to a dictatorship the differnce is hard to distinguish.
