As I recall the book describes the 9 planets in detail. But you say Pluto was not discovered until 1930? Why 9 planets? The book describes the planet Vulcan, which was thought to be between Mercury and the Sun but “fell into the Sun”.

And today, astronomers are questioning whether Pluto should be labeled a planet: "If it were discovered nowadays, nobody would call it a planet". It is far smaller than the other planets. And the fact that it has a moon doesn't count either: other cases of double asteroids are known.

As Dragan says, the unit is simply "Hertz". The "... per second" part is implied.
