Yes, this control must be listed in Controls Tab as "ThumbCtl Class". Probably you have not installed Active Desktop for Windows. IE 5.0 and higher only updates Active Desktop if it already installed. You need to install IE 4.0 first and upgrade it to IE5. This problem was described in KB.
You could try to install Thumbnail control yourself. Copy webvw.dll into system32 directory and register it by command "regsvr32 webvw.dll".
