This means that somehow, the C:\TEMP folder was marked as a System folder, which alters the normal privilege set for accesssing/creating files in the folder. This is not the normal state of a temp folder.

These parameters are not supported by some versions of the VFP ODBC driver - try checking the file DRVVFP.CHM for details on exactly what ODBC and VFP functionality is supported by the version of the ODBC driver you have.
The most recent version of the VFP ODBC driver I have is VFPODBC.DLL, version 6.1.8629.1, dated 9/29/1999; I use the OLEDB driver which shipped with VFP7 (you must have VFP7 to obtain the OLEDB driver) in preference to the ODBC driver whereever possible.
