I know. That's irritating, huh? To build the app, you need to have read-write access to any file, at least, that needs to be compiled. Frankly, the groups I've worked with have found it easiest if the person doing the build just checks out all the files.
For my individual development process, I kept all the files read-write. Also, I was using VSS stand-alone, not from with the IDE, so that might make a difference in your process.
So, I suggest an end run around the problem instead.
