the scripts sub folder is normally linked into the default web site as a virtual directory. If it isnt in there you can just create a new virtual directory with full script & executable access.

No the foxisapi.dll file isn't a com dll and as such just needs to be there in a folder with executable permissions in iis :)

foxisapi.dll only has one real requirement which is to be contained within a folder with executable access. if it isn't it doesnt have the permission to do any processing. everything else after that is either dcom or com+, and your application.
