I also thought it strange that the wininet function declaration passed an argument that is not available as a property in the ITC. Once ITC starts a session with wininet, any subsequent declarations to set Passive could only occur in a seperate session.

I found this in WININET.H (VC98/INCLUDE)
#define INTERNET_REQFLAG_PASSIVE        0x00000010  // FTP: passive-mode connection
But how to work it with ITC is the question! Be sure to share your results!
